CommonLight: Atlas, the Verified Data Layer for Community Health

Community health depends on referrals, and referrals depend on directories that are mostly wrong — the “ghost network” problem that quietly breaks the connection between people in crisis and the services meant to help them. I co-founded CommonLight to fix the data layer underneath it. As CPTO, I designed and built Atlas: an API-first, continuously verified knowledge graph of community health and social services resources, built on HSDS v3.0 and live in production with county and state-level customers. Verification is a system, not a process — a Resource Confidence Score and criticality tiering determine how aggressively each resource gets revalidated, and a cost-gated AI pipeline routes work from rules-based classifiers through self-hosted models up to frontier LLMs only when it earns its place, with AI voice agents handling outbound provider verification. The core constraint I set: CommonLight is infrastructure, not an application.
